The specific objective of REPAP2020 is to facilitate the implementation process at national level of the Directive on the promotion of the use of energy from renewable sources (COM(2008)19 final), referred to as the RES Directive. The main target group of the project is Parliamentarians and civil servants in national administration as well as national industry associations.
REPAP2020 aims to support the political work at national level in the field of renewable energy, mainly through the National Renewable Energy National Plans (NREAPs), as defined in the RES Directive.
REPAP will, in a first phase and before the notification of the NREAPs to the European Commission (by 30th June 2010), accompany the development of the NREAPs by offering professional advice to the relevant authorities on the design of the NREAPs. Furthermore, REPAP2020 will empower national industry associations to come up with their own individual renewable energy roadmaps which will then serve as an important tool to influence the drafting phase of the NREAPs.
In a second phase, the project will evaluate the NREAPs in order to facilitate constant feedback between the partners in different Member States and establish a learning process. REPAP2020 will show good policy practice examples and highlight any missing items in the individual NREAPs.
REPAP2020 also aims to create a network of key players in the field of renewable energy and to offer a platform for the renewable energy industry, for Parliamentarians (both the European Parliament and national Parliaments) and for national administration in the Member States in charge of energy matters. These key actors will be involved both as input providers and dissemination partners. REPAP2020 will enable them to express their views on the political process and help to improve the upcoming political decisions on renewable energy at EU level and especially at Member States level.
