INOGATE

Project description

The 'Baku Initiative' is a policy dialogue aimed at enhancing energy cooperation between the European Union and countries of the Black Sea, the Caspian Basin and their neighbours. The initiative began as a result of the conclusions reached on the occasion of the Energy Ministerial Conference which took place in Baku on 13 November 2004.

Established as a new cooperation initiative, the 'Baku Initiative' aims at the progressive convergence of the energy markets of the Black Sea and Caspian Sea region and the EU. Such a process implies progressively converging energy policies on issues of trade, transit and environmental rules as well as standards.

The coordinating mechanism for the 'Baku Initiative' is the INOGATE Technical Secretariat Kiev which supports the activities of the 'Baku Initiative' via the Tacis project entitled "INOGATE Technical Secretariat and INOGATE Coordinators' Network". Within this project, EREC is providing technical expertise for the working group on sustainable development.

In this dialogue, the European Union is represented by the European Commission, namely the following directorates:

  • Directorate General for Energy & Transport
  • Directorate General for External Relations
  • EuropeAid Cooperation Office
