The project - Achievements of the Renewable Energy Sources “Campaign for Take-Off” (CTO) 2000 - 2003 - was launched by DG TREN in September 2002 and has now finished. EREC was the coordinator in the CTO Impact Assessment.
In the framework of this project the initiatives undertaken within the CTO (see below for more information) were analysed and a Closing Conference was organised as part of the European Conference for Renewable Energy - Intelligent Policy Options (19-21 January 2004).
The “Campaign for take-Off” (CTO) 2000 - 2003, an initiative of the European Commission, DG TREN, was the first European promotion campaign for RES. An international consortium of partners was involved in this campaign.
The project was composed of four main elements during its implementation phase:
1) Collection of information on initiatives taken in Europe
identification of most successful projects, programmes and initiatives with high replication potential and measurable results
The various initiatives were identified and sorted into the following areas:
- 4 RES sectors (Wind energy, solar thermal, solar PV and biomass)
- 4 geographical dimensions (region, city, rural, island)
- 3 “100% community” types (rural, island and city)
2) Analysis of RES initiatives
Based on a selection of key initiatives, in-depth qualitative interviews were carried out with identified key actors
3) Production of a “reflection document” of representative achievements
This document provided both a general assessment of the Campaign for Take-Off and a showcase of 30-40 initiatives identified during the "analysis of RES initiatives" phase.
4) Organisation of a “CTO Closing Conference”
The two conferences (the CTO together with the Policy conference on "RES policy and strategies in EU and Candidate Countries") aimed at complementary cooperation: the CTO focused on evaluating past and present actions undertaken, and the RES policy focused on the future actions to be undertaken.
